Nowadays, the notion of sovereignty is being challenged both by criminals and by law enforcement. That might affect the tone of this section. Readers may have a tendency to complain, "Well, of course behavior crosses boundaries of sovereignty! Terrorists, gangs, drug dealers, and immigrants on many levels are doing it all the time. And the federal government is determined to make sovereignty a meaningless concept too, with outsourcing torture and breaking down boundaries between departments."
