Andy Oram: I suggested earlier adding a section on data retention. It might be worth mentioning here too because it solves a problem by trapping the data at the point where identity is known (supposedly): where the end-user connects to his or her ISP. It doesn't account for the rogue wireless user who sneaks up to an unsecured wireless hub or a guest logging in to an organization's LAN, but it does allow the government to know who's connecting and what he or she is transmitting.
