The main question here is, "Has the layer concept held up since 1999?"  Has anything changed substantially such that we need to update or correct this conceptualization?  Is IPv6 functioning in a different way that we need to address?   What about Internet2?

For the most part I think IPv6 and Internet2 could be dealt with in a footnote.
